On May 21, 2026, the GSMA M360 Eurasia Conference featured a roundtable on the development of the regulatory framework for the mobile communications industry in Eurasia.
The roundtable participants — representatives of the public sector and leading experts in the mobile communications industry — discussed practical steps to attract investment in mobile infrastructure.
Key speakers from the GSMA included:
• Mr. Laszlo Toth, Head of Europe & CIS
• Mr. Tair Ismailov, Strategic Engagement Director for Russia and CIS
• Dr. Mani Manimohan, Head of Digital Infrastructure Policy & Regulation
• Mr. Nitin Sapra, Director, Regulatory Advocacy.
The discussion was based on a new study prepared by the GSM Association (GSMA). This study:
• Provides a comparative analysis of the state of mobile industry development and digitalization of economies in Eurasian countries
• Assesses the existing regulatory framework of the mobile communications industry in Eurasian countries
• Examines opportunities for the modernization of the existing regulatory framework in order to attract investment in mobile infrastructure.
