On May 21, 2026, as part of the GSMA M360 Eurasia Conference, a roundtable was held on the digital transformation of public administration at both the global and national levels.
The roundtable brought together public sector leaders and leading technology experts to:
• Discuss key priorities for the digital transformation of public administration in the RCC/CIS region
• Exchange international experience
• Discuss practical steps for responding to emerging challenges.
The discussions were opened by Mr. Jamol Makhsudov, Deputy Minister of Digital Technologies of the Republic of Uzbekistan. He briefed participants on the implementation status of the "Digital Uzbekistan‑2030" strategy, which includes comprehensive measures for developing the digital economy and integrating information and communication technologies across all sectors — in particular, public administration, education, healthcare, and agriculture.
Ms. Natalia Mochu, Regional Director of the International Telecommunication Union (ITU) for CIS, presented preliminary results of a study dedicated to a comprehensive analysis of e‑government development in the CIS region.
RCC Director General Mr. Alexey Borodin spoke about regional approaches to creating a regulatory framework and standardization in the telecommunications and ICT industry across RCC/CIS countries, as well as the need to introduce mutual recognition of electronic digital signatures.
Mr. Khojiakbar Makhmudov, Deputy Director of the eGov.uz Digital Government Project Management Center, shared successful case studies from Uzbekistan on the digitalization of processes that simplify citizen interaction with government bodies and improve the efficiency of public services.
Mr. Maksim Gabidulin, Regional Representative for Oracle CA/CIS, spoke about the key challenges and risks associated with the digital transformation of public administration.
