GSMA Seminar on Emergency Communications in Dushanbe: Cell Broadcast Technology in National Early Warning Systems

On May 14–15, 2026, at a two‑day seminar organized by the GSM Association (GSMA), participants are learning about existing emergency communication systems and exploring the prospects for deploying Cell Broadcast* technology in Tajikistan and other Eurasian countries.

The seminar is being attended by:

• State bodies of Tajikistan: the Communications Service, the Committee of Emergency Situations and Civil Defense, the Agency for Hydrometeorology, and other relevant authorities

• Mobile operators, including Tcell, MegaFon, Babilon‑Mobile, ZET Mobile, Tajiktelecom, and other mobile operators from Eurasia

• International organizations, including the RCC, the ITU, and the Asian Development Bank

• Providers of early warning technologies and infrastructure solutions, research institutions, and others.

Objectives of the seminar:

• Enhancing disaster preparedness

• Raising awareness about early warning systems

• Facilitating cooperation among the public sector, operators, international organizations, financial institutions, and other stakeholders

• Supporting the development of the National Emergency Telecommunications Plan

• Studying the use of Big Data, artificial intelligence (AI), and digital financial services in this area

• Assessing the readiness for deploying the Cell Broadcast system in Tajikistan.

During the first day of the seminar, Ms. Maria Bolshakova, Deputy Director General of the RCC, took part in a session focused on cooperation and coordination during emergency situations.

Her speech focused on the comprehensive use of end-to-end capabilities of existing communication systems, as well as on the substantive areas of cooperation, including:

• Establishing standards and regulatory frameworks

• Facilitating technological cooperation and experience exchange

• Building international, global, and regional partnerships

• Enhancing crisis preparedness

• Building trust and taking local specificities into account.

*Cell Broadcast is a technology for sending short text messages to mobile devices in a specific geographic area.
