Following the 28th Universal Postal Congress in Dubai, a new working cycle has begun. As part of this cycle, the International Bureau of the Universal Postal Union (UPU) is developing a strategic dialogue with regional unions. The goal is to strengthen coordination in implementing the priorities of the UPU cycle 2026–2029, particularly regarding regional development plans and global initiatives for the development of postal communications.
The main priorities of the regional development plans for 2026–2029 were presented during a coordination meeting between the UPU International Bureau and regional unions on May 7, 2026, in Bern, Switzerland.
The Regional Development Plan for Europe and the CIS covers the activities of postal operators, regulatory bodies, and relevant ministries. It addresses both operational and policy tasks across three main areas:
• Supply chain development
• Innovation
• Digitalization.
Through targeted activities, the Plan supports:
• Service diversification
• Development of last-mile delivery
• Implementation of artificial intelligence (AI)
• Risk management in natural disasters
• Strengthening the role of the postal sector in public policy.
