One of the central items on the meeting's agenda was Kazakhstan's initiative to create an Alliance of Technoparks for IT Startups of the Commonwealth of Independent States (CIS).
During the relevant discussions, RCC Director General Mr. Alexey Borodin spoke in support of the proposal and drew attention to a number of important circumstances, including:
- In the RCC member states, IT parks are subordinate organizations of the RCC communications administrations.
- There is successful experience of integrating a national initiative into the RCC's activities — namely, the establishment of the RCC Regional Fund for the Development of Sovereign Digital Space.
- The communications administration of the Russian Federation has proposed implementing the initiative within the framework of the RCC's activities, in a format and under conditions similar to the establishment of the aforementioned Fund in Tajikistan.
The essence of the RCC's proposal is to leverage its infrastructure and existing capabilities for the most effective and structured implementation of the initiative, for the benefit of the entire region.
Consideration of implementing the initiative within the framework of the RCC's activities is planned for the joint 65th/32nd meeting of the Board of Heads of Communications Administrations and the Coordination Council of the CIS Member States on Informatization of the RCC, to be held in June 2026 in St. Petersburg.
