ITU Council Session Begins April 28

During the 2026 ITU Council session, which runs until May 8, Member States will consider key issues related to the functioning of the Union, including:

• reports from the chairs of the Council Working Groups (CWGs) and ITU Expert Groups (EGs) for the past period

• information on the activities of the Union's working bodies and Sectors regarding the implementation of the Resolutions of the ITU Plenipotentiary Conference

• a wide range of issues related to the Union's human and financial resources

• the draft Strategic and Financial Plans of the Union for 2028–2031

• the activities of the Secretariat, including its accountability to ITU members and within the UN system

• the report on the implementation of the Strategic Plan and on the activities of the Union for 2022–2026

• the draft four‑year rolling ITU Operational Plan for 2027–2030

• progress in preparing for the upcoming major conferences of the Union, including:

 ▪️ the ITU Plenipotentiary Conference 2026 (PP‑26)

 ▪️ the ITU Radiocommunication Assembly and World Radiocommunication Conference 2027 (RA/WRC‑27).

The Council session follows the final meetings of the Council Working Group for Strategic and Financial Plans of the Union (CWG‑SFP) and the Council Working Group on Financial and Human Resources (CWG‑FHR) for the four‑year cycle.

It is expected that participants in the Council session and the ITU CWG meetings will approve a number of key proposals. These will be submitted for consideration to the ITU Plenipotentiary Conference 2026 (PP‑26), which, as the supreme body of the ITU, determines the Union's priorities for the upcoming four‑year period.
