Commission on Economic Issues under the CIS Economic Council Approves RCC's Five‑Year Activity Report

On April 22, 2026, a meeting of the Commission on Economic Issues under the CIS Economic Council took place at the Moscow branch of the Executive Committee of the Commonwealth of Independent States.

One of the central items on the meeting's agenda was the Report on the Activities of the Regional Commonwealth in the Field of Communications (RCC) and the Coordination Council of the CIS Member-States on informatization at the RCC for 2021–2025.

RCC Director General Mr. Alexey Borodin presented the report on the Commonwealth's activities over the past five years, also outlining the main vectors of the RCC's work in the medium term, including in the context of implementing CIS strategic documents:

• The Strategy for Cooperation of the CIS Member States in Information Society and Digital Economy Development until 2035

• The Agreement on the Terms of Interoperator Settlements for the Provision of International Telecommunication Services in the CIS Member States.

Having considered the report, the Commission on Economic Issues recommended that the CIS Economic Council:

○ Take note of the positive work of the RCC and the Coordination Council of the CIS Member-States on informatization at the RCC in developing cooperation and deepening integration ties in the fields of informatization and communications

○ Continue joint work with the relevant ministries and agencies of CIS countries on the implementation of decisions of the supreme bodies of the Commonwealth

○ Instruct the RCC Executive Committee, together with the heads of communications administrations and interested bodies of the CIS member states, to continue detailed work of the following issues:

• The formation of fair prices for roaming communication services in CIS member states

• The development and provision of access to communication systems on non‑geostationary satellite orbits (NGSO)

• The development of an alliance of IT parks and IT startups.
