On March 25–26, 2026, the 57th meeting of the Working Group on the International Telecommunication Union (ITU) Relations was held in Shymkent, Kazakhstan. It was the first in a series of RCC/CIS inter-regional preparatory meetings for the 2026 ITU Plenipotentiary Conference (PP-26).
Meeting participants reviewed the first drafts of the RCC's common proposals for PP‑26, as well as proposals prepared for the ITU Council session. These will subsequently be submitted for consideration by the Conference.
Additionally, members of the Working Group worked on issues related to:
• Practical preparations for the Conference
• Consideration of candidates from RCC communications administrations for leadership positions at PP‑26
• Appointment of coordinators from RCC communications administrations to present the RCC's Common Proposals at PP‑26.
Representatives of the Asia-Pacific Telecommunity (APT) and the Inter-American Telecommunication Commission (CITEL) participated in the interregional session and provided updates on the progress of their regions' preparations for the upcoming Conference.
Participants also discussed:
• Upcoming meetings of the ITU Telecommunication Development Sector (ITU‑D)
• The appointment of representatives from the RCC/CIS region to the Advisory Board of the ITU‑D Network of Women.
An important part of the meeting was a report by Mr. Dmitry Konarev, Senior Solution Architect and Fellow at Huawei Technologies Co., Ltd., on the prospects for mobile AI development. It was the third in a series of reports prepared by the company specifically for RCC participants.
The meeting also reviewed a draft Declaration on Child Protection in the Digital Environment, developed by the Alliance for Child Protection in the Digital Environment. The declaration builds on open interregional consultations on child online protection held on the sidelines of the World Telecommunication Development Conference 2025 (WTDC‑25).
