GSMA - RCC Regional Dialogue: 6G and D2D

The discussion was based on the GSMA study Vision 2040: Future Spectrum Needs, presented by Mr. Stuart Cooke, Director Future Spectrum GSMA.

• It is dedicated to spectrum needs during the peak development of 6G in 2035–2040.

• It provides a comprehensive assessment of the need for mid-band spectrum for mobile networks.

• It aims to assist government bodies in developing a long‑term spectrum roadmap, essential for ensuring a smooth transition to networks of the 2030s.

The regional dialogue was attended by:

• Mr. Sergey Pastukh, Chairman of the RCC Working Group for the Preparation of the Radiocommunication Assembly (RA) and World Radiocommunication Conference 2027 (WRC-27)

• Mr. Viktor Strelets, Chairman of ITU Radiocommunication Sector Study Group 4, "Satellite Services"

• Mr. Dilmurod Dusmatov, Head of the Department of Licensing and Regulation of the Use of Radio Frequency Spectrum, Ministry of Digital Technologies of the Republic of Uzbekistan

• Mr. Alexander Gulyaev, Head of Spectrum Policy for the RCC Region, Huawei.

The discussion focused on prospective frequency bands for the deployment of 6G communication networks, including the following aspects:

• The advantages of 6G

• The technological basis for deployment

• The need for spectrum and expectations from discussions within the framework of WRC‑27

• Operator strategies for market entry.

The discussion was intensive, with active participation from the audience—once again highlighting the special significance of issues related to the proper allocation of radio frequency spectrum, a vital and limited resource.

The discussion was moderated by Mr. Tair Ismailov, Strategic Engagement Director for CIS Region.
