RCC Panel Session: Development of Space Communication Technologies and Their Convergence with Mobile Communications

Holding panel sessions on the sidelines of meetings of the RCC's central working bodies has become a tradition. This format allows for a focused, in-depth, yet free-flowing discussion of key communications issues with the participation of representatives from the expert community.

Today's Panel Session focuses on the development of advanced space communication technologies and their convergence with mobile communication systems.

Perspectives on the topic and related aspects were presented by:

• Mr. Damir Seisembekov of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (MAIDD RK) focused his presentation on the prospects for developing national communication infrastructure, including through services provided by NGSO communication systems. He also touched upon plans for implementing advanced approaches to user authentication and identification in the country in the coming years.

• Mr. Almaz Dyusenov of Freedom Telecom LLP invited the audience to consider modern approaches to radio frequency spectrum management, including mechanisms of technological neutrality, automatic spectrum coordination, and a three-tier access model.

• Mr. Roman Ulasik of Mobile Telecom-Service LLP addressed issues related to the growing demand for radio frequency spectrum for D2D technologies.

• Mr. Gökan Tok of Access Partnership, in turn, raised issues concerning the regulatory framework for D2D and highlighted possible corresponding approaches.

• Mr. Nekruz Boboev of the State Enterprise "CEMSR" of the Republic of Tajikistan shared details of the Starlink launch at the national level.

• Mr. Dmitry Konarev of Huawei presented session participants with an overview of key innovations and solutions showcased by leading companies in the global communications industry during MWC-2026 in Barcelona.

The discussion was moderated by Mr. Alexey Borodin, Director General of the RCC.

The topics addressed by the high‑level experts generated keen interest among the audience. During the question-and-answer session, panel participants discussed the following issues:

• Security requirements for granting access to NGSO communication systems

• Corresponding regulatory bottlenecks and prospects for their elimination

• The advisability of government regulation of citizens' personal data protection in the context of persistent "self-leakage" of data caused by users' "digital openness."
