The opening session of the 29th meeting of the Commission marked the beginning of a week of RCC events, hosted in Shymkent at the invitation of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (MAIDD RK).
The meeting was chaired by Mr. Valery Butenko of the Russian Federation.
Welcoming addresses were delivered by:
• Mr. Damir Seisembekov, Chairman of the Telecommunications Committee, Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (MAIDD RK)
• Mr. Alexey Borodin, Director General of the RCC.
Meeting participants also viewed a video address by Mr. Mario Maniewicz, Director of the ITU Radiocommunication Bureau. The recording is available on the RCC's official Telegram channel.
The meeting was attended by representatives of communications administrations, responsible agencies, and specialized organizations from the national delegations of RCC member states. Representatives from several observer organizations of the Commission also took part, including non‑regional ones such as Huawei, Policy Impact Partners, and Access Partnership.
The meeting participants also included representatives of other regional telecommunication organizations (RTOs), international industry organizations, and operator associations, including:
• The International Telecommunication Union (ITU)
• The International Amateur Radio Union Region 1 (IARU-R1)
• The mobile operators’ association, GSMA
• The satellite operators association, GSOA.
Representatives of the following RTOs presented key aspects of their members' preparations for the upcoming World Radiocommunication Conference and Radiocommunication Assembly (RA/WRC‑27), to be held in Shanghai in 2027:
• The Asia-Pacific Telecommunity (APT)
• The European Conference of Postal and Telecommunications Administrations (CEPT)
• The African Telecommunications Union (ATU).
The Commission's opening meeting focused on:
• The RCC's preparations for RA/WRC‑27
• The work plans of the Commission's working groups for the upcoming week
• The main outcomes of the meetings of the ITU Radiocommunication Sector's working bodies since the Commission's previous meeting
• The course of discussion and conclusions of the informal UN Security Council meeting under the "Arria‑Formula" dedicated to the risks of uncontrolled use of low Earth orbit (LEO) satellite systems.
The working groups of the RFSA Commission will begin their work on March 24.
The Commission's closing meeting will take place on Friday, March 27, jointly with the 50th meeting of the RCC Commission on the Coordination of the International Cooperation (CIC).
At 12:00 Moscow time on March 23, the broadcast will begin with:
• The RCC Panel Session dedicated to the development of advanced space communication technologies and their convergence with mobile communications
• Followed by the GSMA–RCC Regional Dialogue on the 6G and D2D Roadmap.
