On March 4, 2026, the Group held its second meeting, chaired by RCC Director General Alexey Borodin.
The meeting was attended by over 40 representatives, including:
• Representatives of RCC communications administrations
• Members of the RCC Telecommunications and Infocommunication Operators Board
• Other interested telecommunications operators from RCC member states
• The Eurasian Economic Commission (EEC)
• The Interstate Radionavigation Council.
Participants discussed key issues affecting the cost and quality of communication services for subscribers traveling abroad.
Main Agenda Topics:
• Roaming Tariffs. Representatives of the EEC presented a report on the applicability of EEC rules within the RCC/CIS space, with the main focus on principles for establishing fair tariffs for subscribers.
• National Interconnect. Experts discussed the impact of domestic connections between operators within a single country on the cost of roaming services.
• Subscriber Identification. Common recommendations are being developed for user authorization when accessing data services in roaming. Attention was also given to challenges arising when vehicles equipped with monitoring devices cross state borders.
• Emergency Services. Work is underway on regulatory documents governing the interaction of national emergency response systems in the EAEU and CIS countries.
• Combating Fraud. The development of an interstate agreement on combating fraud in telecommunication networks was discussed.
The Group's next meeting is planned for mid-April 2026.
