On March 3, 2026, an online session was held to discuss the methodology for assessing the financial implications of Decisions and Resolutions adopted at International Telecommunication Union (ITU) conferences and assemblies.

The session continued the discussions held during the meetings of the Council Working Group on Financial and Human Resources (CWG-FHR).

Representatives of the Russian Federation's communications administration and the RCC Executive Committee participated in the session.

Session participants heard a presentation from the ITU Secretariat on proposed changes to the methodology for assessing the financial implications of Decisions and Resolutions adopted by ITU members. Under the new model, such assessments would be conducted at the Union's conferences and assemblies prior to adoption.

The next CWG-FHR online session will be held on Thursday, March 5, and will focus on a review of the ITU’s regional presence.
