First Meeting of RCC Working Group on Roaming Issues Concluded

The Working Group was established under the auspices of the RCC Telecommunications and Infocommunication Operators Board and the RCC Commission on Telecommunications Regulation

The Group held its meeting on February 3, 2026, chaired by RCC Director General Alexey Borodin.

The meeting was attended by over 60 representatives, including:

• representatives of RCC communications administrations;

• members of the RCC Telecommunications and Infocommunication Operators Board;

• other interested telecommunications operators from RCC member states;

• a delegation from the Eurasian Economic Commission (EEC), headed by EEC Minister for Competition and Antitrust Regulation Maksim Yermalovich;

• a delegation from the Interstate Council "Radionavigation," headed by its Chairman Sergey Litvinov.

During the meeting, Javoxir Aripov, Deputy Head of the Telecommunications Infrastructure Development Department at Uzbekistan's Ministry of Digital Technologies, was unanimously elected Chairman of the Working Group on Roaming.

During the meeting, a wide range of issues were considered, including:

Fair Tariffs: The EEC presented an update on establishing economically justified roaming tariffs within the Eurasian Economic Union (EAEU), aiming to balance the interests of subscribers and operators.

New Rules for Roaming with Foreign SIM Cards in Russia: The meeting discussed new regulations designed to increase transparency and protect subscriber rights regarding the use of foreign SIM cards in roaming within the Russian Federation.

International Experience: The group reviewed GSMA case studies that highlight key challenges in providing roaming services.

Combating Fraud: Participants discussed prospective ITU measures for preventing fraud on communication networks.

Emergency Calls: The meeting discussed the necessity of ensuring the continuity of emergency call services for subscribers using international roaming in motor vehicles.

The Group will address roaming issues comprehensively — from tariffs to emergency calls — with the involvement of all interested parties.

The next meeting is scheduled for late February to early March 2026.
