The meeting was held on January 19, 2026, and chaired by the group's Deputy Chairman, Mr. Vilém Veselý of Czechia.
The meeting focused on contributions from ITU Member States and Sector Members to the group's final report for the 2026 ITU Council, which will summarize its work since the 2022 Plenipotentiary Conference.
Significant attention at the meeting was given to contributions from the communications administrations of Belarus and of Tajikistan, the Center for Global IT Cooperation, MegaFon, Rostelecom, and the RCC (as an ITU Sector Member). The contributions outlined proposed future steps regarding the revision of the International Telecommunication Regulations (ITRs) and the convening of a World Conference on International Telecommunications (WCIT).
The meeting successfully agreed on a final report that outlines possible next steps for ITR-related work within the ITU's mandate, including the recommendations to:
• Suspend discussions on ITR-related matters until a consensus emerges on whether to revise the ITRs in full or in part
• Reconvene the group in an attempt to reach consensus on further actions regarding the ITRs
• Convene a WCIT with a mandate to revise, streamline, or, if necessary, annul the provisions of the ITRs, subject to decisions of the Plenipotentiary Conference.
A decision regarding the ITU's future work on the ITRs will be made during the 2026 ITU Plenipotentiary Conference (PP-26).
