22nd Meeting of Working Group on Financial and Human Resources Concludes

Chaired by Ms. Vernita D. Harris of the United States, the meeting addressed several key issues related to the Union's financial and human resources in preparation for the upcoming April session of the ITU Council, including:

• The results of the ITU regional presence review and proposals for strengthening it, prepared by the communications administrations (CAs) of Belarus, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, as well as ITU Sector Members from the region, namely the RCC and the Center for Global IT Cooperation

• The allocation of funds saved in 2025 and information on budget cuts for the ITU in 2026–2027, including specific proposals from the Russian CA to redistribute resources in line with the ITU's core mandate

• Proposals to update the methodology for processing satellite network filings, notably a submission from the Russian CA

• Conditions for ensuring the continuity of ITU meetings in 2028–2029 during the construction of the ITU's new headquarters, based on several written comments from the Russian CA

• Implementation of the ITU resource mobilization strategy

• Proposals on the methodology for calculating the single contributory unit for ITU members and its potential future increase

• Possible criteria and stages for selecting venues for major ITU meetings, conferences, and assemblies, along with proposals to reduce the associated financial burden on host parties

• An update on the ITU headquarters premises project, specifically the construction of a new building for the Union

• Progress on the initiative to transform the Union's activities, focusing on the project for its new website.

Despite extensive discussions over two and a half days, the group could not reach agreement on substantive recommendations regarding these issues for the ITU Council. The discussion will therefore continue at the Council level.

Regarding the development of the Union's Strategic and Financial Plans (SFP), the group will continue its work in a one-day joint meeting with the Council Working Group for SFP.
