RCC Director General Alexey Borodin participated in a meeting of the Eurasian Economic Union (EAEU) Working Group on Competition Issues and the Elimination of Barriers in the Communications Sector

The Group operates under the auspices of the Eurasian Economic Commission (EEC). Its primary objective is to formulate rules for the application of fair tariffs on communication services for international roaming within the EAEU.

During its deliberations, the Group's participants recognized the necessity of concurrently addressing issues related to fraud on communication networks.

In line with the agreements reached between the RCC and the Eurasian Economic Commission (EEC), the Commonwealth will provide expert support to this "Group of Five".

During the meeting, RCC Director General Alexey Borodin outlined a proposal to address this challenge. It was proposed that the Eurasian Economic Commission (EEC) ensure the participation of its authorized representatives in the meetings of the RCC Working Group on Roaming Issues. This Working Group, formed after the RCC's roaming consultations in November 2025, comprises representatives from the region's communications administrations and telecom operators.

The Working Group operates under the joint auspices of the RCC Commission on Telecommunications Regulation and the RCC Council of Telecommunication and Infocommunication Operators. Its work will be based on the Agreement of October 30, 2015, on the terms and conditions for inter-operator settlements when providing international telecommunications services in CIS member States.
