CIS Member States Hold Inter-Ministerial Consultations on International Information Security

Inter-ministerial and interagency consultations on international information security were held at the CIS Executive Committee headquarters on December 18, 2025, bringing together representatives from CIS member states.

Participants included representatives from:

• The relevant ministries and agencies of CIS member states.

• The Commission on Economic Issues of the CIS Economic Council.

• The CIS Executive Committee.

• The RCC Executive Committee.

The agenda for the consultations, developed based on proposals from CIS member states, covered a wide range of information security topics.

During the discussions, RCC Director General Alexey Borodin outlined the Commonwealth's key activities and the role of its members in the field of information security. His remarks focused on the following specific areas:

RCC Internal Coordination: The development of interrelated security measures within the RCC's own working bodies. This includes ongoing work on combating fraud and establishing computer security incident response capabilities.

International Engagement: The active participation of RCC communications administrations and members in relevant International Telecommunication Union (ITU) bodies, particularly Study Groups 2, 11, and 17 of the ITU Standardization Sector (ITU-T).

Child Online Protection (COP): The RCC's dedicated work on protecting children online. This includes organizing the interregional thematic consultations during WTDC-25 and ongoing preparatory efforts in this context for the upcoming ITU Plenipotentiary Conference in 2026.

Strategic Autonomy for Satellite Infrastructure: He highlighted the significant risks caused by the lack of national critical infrastructure when foreign operators of non-geostationary (NGSO) satellite systems are permitted to operate without a binding international treaty. Such an arrangement would threaten the secure and reliable functioning of these essential communication systems.

Interaction with Other Associations: Collaboration with other interstate and international associations, including conducting joint cyber exercises and trainings with the ITU on various aspects of information security.

WSIS+20 Preparations: Activities related to preparations for the World Summit on the Information Society (WSIS)+20, among others.

The next round of inter-ministerial consultations among CIS member states on international information security is scheduled for the second half of 2026.
