Accordingly, RCC Director General Alexey Borodin presented two topics for consideration. These topics had been approved by the RCC Council of Ministers for formal submission to the CIS Council of Heads of Government, following established procedure.
Establishing Fair Prices for Communication Services in Roaming within the RCC/CIS Region
• The Challenge: The current lack of unified pricing approaches and the existence of technical barriers between telecommunications operators create unequal conditions for users and hinder the development of a seamless digital market in the region.
• The Solution in Progress: Active collaboration is ongoing under the joint RCC and Eurasian Economic Commission (EEC) "roadmap" for cooperation (2024–2027). This work is focused on harmonizing tariffs, ensuring transparent inter-operator settlements, and ultimately reducing roaming costs for subscribers.
• Progress to Date: A series of country-specific and multilateral meetings have been held to discuss pricing models, inter-operator settlement mechanisms, and the harmonization of national regulatory frameworks.
• Strategic Planning: The issue has been included in the CIS Model Lawmaking Prospective Plan for 2026–2028 and is being developed in collaboration with the CIS antimonopoly authorities.
Promoting the Development of and Ensuring Access to Low Earth Orbit (LEO) Satellite Systems (NGSO) in the RCC/CIS Region
• Strategic Imperative: There is a significant risk of market monopolization by foreign NGSO operators in the absence of competitive regional alternatives.
• Technological Advantages: NGSO constellations offer wide geographical coverage, low signal latency, and high data transmission speeds. These characteristics are particularly vital for providing connectivity to remote and underserved regions within the Commonwealth.
• RCC Action Plan:
• The RCC is developing policy recommendations to foster national and regional LEO systems and to regulate market access for foreign operators.
• The priority is integrated into the Strategy for Cooperation in the Field of Digital Economy until 2035 and the CIS Model Lawmaking Plan for 2026–2028.
These two priority areas will be advanced through the formal procedures of the CIS Economic Council. They will also be addressed by the dedicated RCC Working Group on Roaming Issues, which was established following the RCC's roaming consultations in November 2025 and comprises representatives from RCC communications administrations and telecom operators.
