The World Bank's "Digital Progress and Trends Report 2025: Strengthening AI Foundations" offers a recent analysis of the global artificial intelligence (AI) landscape.
Key findings of the report include:
• Challenges and Trends for LMICs: While low- and middle-income countries face significant challenges in adopting AI, a trend is emerging toward "small AI" solutions. These are accessible applications that run on ordinary devices like mobile phones and help address critical issues in agriculture, healthcare, and education.
• The Four Pillars of an AI Ecosystem: The report identifies four foundational components: connectivity (energy and digital infrastructure), compute (AI chips, data centers, and cloud computing), context (data), and competencies (skills).
• The Value of Localized AI: Localizing and adapting AI models to national contexts helps create more effective and targeted decision-making mechanisms.
• Strategic Investment as Imperative: For developing countries, strategic investment in AI is becoming a necessary condition to strengthen competitive advantages and leverage new opportunities for economic growth.
The report highlights significant global disparities, illustrated by the following statistical data:
• Concentration of Resources: 87% of all AI models and 91% of venture capital investment in the sector are concentrated in developed economies.
• Connectivity Divide in Low-Income Countries: Only 4% of the population in low-income countries has access to 5G networks, while the cost of internet access can reach 29% of the average monthly income.
• Infrastructure Gap: 77% of data centers and 86% of the world's supercomputers are located in developed countries.
• Linguistic Bias in AI Research: Up to 98% of AI scientific publications are written in English, which reduces the relevance and effectiveness of AI models for countries with different linguistic and cultural contexts.
• Digital Skills Deficit: Basic digital skills are present in only 5% to 40% of the population across developing countries.
