The 56th meeting of the RCC Working Group on Cooperation with the ITU was held via videoconference on December 8, 2025.
The meeting was chaired by RCC Director General and Working Group Chairman Alexey Borodin.
Participants included representatives from the RCC communications administrations of the following countries:
• Azerbaijan
• Belarus
• Kyrgyzstan
• Russia
• Uzbekistan
The meeting also included representatives from several RCC member organizations, such as Beltelecom, Rostelecom, Uzbektelecom, Intersputnik, and NIC Telekom.
The meeting focused on two key areas: the outcomes of the World Telecommunication Development Conference 2025 (WTDC-25) and preparations for the upcoming block of ITU Council Working Group and Expert Group (CWG & EG) meetings. These meetings are scheduled for January 2026 and will be the final such sessions before the 2026 ITU Council session and the Plenipotentiary Conference.
Regarding the outcomes of WTDC-25, the following presentations were made:
• Arseniy Plosskiy, the RCC Coordinator for WTDC Preparation, presented a summary of the Conference's key outcomes from Baku.
• Maria Bolshakova, Deputy Director General of the RCC, reported on the results of the open interregional consultations on child online protection, which the RCC hosted on the sidelines of the Conference.
Regarding preparations for the upcoming ITU Council Working Group and Expert Group meetings, participants discussed the key issues to be addressed in their proposals. They also agreed on formats and timelines for the joint development of these submissions.
Participants also reviewed information on the upcoming January 2026 meeting of the ITU Telecommunication Development Advisory Group (TDAG).
