On November 27, 2025, the World Telecommunication Development Conference appointed the leadership of the working bodies of the ITU Telecommunication Development Sector (ITU-D) for the 2026-2029 term.

Among the appointed representatives from RCC communications administrations are three Russian experts. This outcome is particularly significant given the increased politicization since spring 2022, where the appointment of Russian candidates to ITU working bodies has been challenged by a number of Member States or their blocs.

This appointment represented a departure from established Union practice. Contrary to the traditional «no objection» procedure used for regionally agreed candidates, the Russian nominees for Vice-Chair positions from the CIS region were subject to a formal vote.

The Russian experts ultimately received the necessary support from ITU Member States and, like their European counterparts who also faced a vote, were successfully appointed to their posts.
