The 64th meeting of the Interstate Radionavigation Council is being held on November 20, 2025, in Dushanbe, Tajikistan.
A central issue at the meeting was the need to address integration between the “EVAK” state automated information system for emergency calls and the “ERA-GLONASS” SAIS.
At the invitation of the Council Chairman, RCC Director General Alexey Borodin joined the meeting remotely. He presented potential mechanisms for resolving the issue through cooperation between the RCC and the Council.
As a central solution, participants discussed developing amendments to the 2015 interstate Agreement on Conditions of Implementation of Inter-Operator Settlements in the Provision of International Telecommunication Services in the CIS:
• The amendments would specifically address procedures for interaction between emergency call system operators, which are classified as telecommunications operators in the event of accidents and disasters.
• The amendments can be developed through the joint efforts of the RCC Council of Telecommunications and Infocommunication Operators, the RCC Commission on Telecommunications Regulation, and the Interstate Council "Radionavigation."
• Upon completion, the RCC Executive Committee will submit the results of this work to the authorized CIS bodies for consideration and final approval by its supreme institutions.
