The High-Level Segment of the World Telecommunication Development Conference (WTDC-25) took place in Baku on November 17-18, 2025.
The segment was attended by high-level officials from the communications and digital technology governing bodies of ITU Member States. They shared their national experiences and achievements in digitalization with other participants.
The RCC/CIS region was represented at the high-level plenary session by:
• Rashad Nabiyev, Minister of Digital Development and Transport of the Republic of Azerbaijan;
• Isfandiyor Sa'dullo, Head of the Communication Service under the Government of the Republic of Tajikistan;
• Jamol Makhsudov, Deputy Minister of Digital Technologies of the Republic of Uzbekistan;
• Doszhan Musaliev, Deputy Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan;
• Grigory Borisenko, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation.

Furthermore, Zamirbek Kozhomuratov, Deputy Minister of Digital Development of the Kyrgyz Republic, participated in the high-level dialogue dedicated to the needs of Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS).
