The World Telecommunication Development Conference 2025 (WTDC-25) commenced officially with its first plenary meetings at the Baku Convention Center.
During the opening ceremony, the following dignitaries addressed the participants with greetings and welcoming remarks:
• Mr. Rashad Nabiyev, Minister of Digital Development and Transport of the Republic of Azerbaijan, who conveyed a welcoming address from the President of Azerbaijan, Ilham Aliyev.
• Ms. Doreen Bogdan-Martin, Secretary-General of the International Telecommunication Union (ITU).
• Dr. Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau (BDT).
The Conference Plenary elected Sameddin Asadov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan, as the Chairman of WTDC-25.
Altynbek Toktorbayev, Head of the Communication Regulation and Supervision Service of the Kyrgyz Republic's Ministry of Digital Development, was appointed Vice-Chairman of the Conference from the RCC/CIS region.
Representatives of RCC communications administrations were also elected as Vice-Chairmen of the Conference's working bodies from the RCC/CIS region:
• Committee 2 (Budget Control): Bakhtiyar Mammadov, Deputy Head of the Administration Apparatus at the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
• Committee 3 (Pusposes): Umida Musaeva, Head of the International Relations Department at the Ministry of Digital Technologies of the Republic of Uzbekistan.
• Committee 4 (Methods of Work): Javokhir Aripo, Director of the Telecommunications Department at the Ministry of Digital Technologies of the Republic of Uzbekistan.
• Committee 5 (Editing): Konstantin Trofimov, Lead Engineer of the Federal State Autonomous Institution "NIC Telekom" (Russian Federation).
• Plenary Working Group: Sahiba Gasanova, Lead Consultant at the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.
