Creating an Artificial Intelligence Cluster in Uzbekistan: Key Aspects of the Initiative

President of Uzbekistan Shavkat Mirziyoyev announced the launch of an artificial intelligence cluster based on the University of "New Uzbekistan" (New Uzbekistan University, NewUU).

The project is an important step in the implementation of the "Digital Uzbekistan 2030" strategy, designed to form an integrated AI ecosystem combining education, science and business.

The cluster will operate according to the "industry – university – partner" model, integrating:
• scientific institutes,
• Industrial companies,
• International research centers.

Key areas:
• training of personnel in the field of AI at all levels of education,
• Development of research infrastructure,
• Support for innovation and startups.

Educational initiatives

         School education:
• Starting from the new academic year, the computer science course includes topics on AI,
• Textbooks are developed jointly with the Massachusetts Institute of Technology (MIT),
• implementation of the project "Day of AI Uzbekistan" (jointly with MIT):
goal: formation of digital thinking and basic literacy in the field of AI among schoolchildren
coverage: 14 regions
participants: 1,400 trainers and more than 20,000 teachers

         Higher education and retraining
goal: to train 1 million specialists with digital competencies by 2027,
university base:
• 80 teachers (more than 50% are foreigners)
• 100% of the professors have international experience
• 50 % of teachers are from universities in the Times Higher Education TOP 600 rating

Infrastructure and partnerships

NewUU collaborates with:
• MIT (USA),
• Cambridge University Press & Assessment (UK),
• Technical University of Munich (Germany),
• Khalifa University (UAE),
• technology companies: Apple, Huawei, Yandex.

Operating centers in NewUU:
Apple Authorized Training Center for Education: Swift language training and application development,
Huawei Training Center: training engineers in 3G and ICT technologies,
• ML School, supported by Yandex: the first machine learning and data analysis program in Central Asia.

Technological base of the cluster
• High-performance computing center with a capacity of up to 10 PFLOPS,
• 8 petabyte Data Storage.

The database will allow for research in the following areas:
• AI,
• Big Data,
• Cybersecurity,
• Fintech.

It is planned to create AI laboratories and research sites in cooperation with international companies.

According to the Oxford Insights Government AI Readiness Index, which evaluates the readiness of states to implement AI, Uzbekistan ranked 70th out of 188 countries in 2024, rising by 17 positions compared to 2023. Today, the country ranks first in Central Asia.
