During its final meeting on October 3 in St. Petersburg, the Commission:
• prepared for the upcoming meetings of the International Telecommunication Union's Radiocommunication Sector, in particular, formed a common regional position for the First Interregional Information Session on preparations for WRC-27 (December 2025),
• approved the reports of the meetings of its three Working Groups, which took place from September 30 to October 2,
• approved the activity plans of the Commission's Working Groups,
• approved the draft position of the RCC Communications Administrations on the agenda items for the 2027 World Radiocommunication Conference,
• completed and updated the package of RCC Common Proposals for the 2027 Radiocommunication Assembly,
• reviewed the implementation of RCC Council decisions on the use of the 694-790 MHz frequency band in RCC Member States,
• Supported the continuation of bilateral and multilateral consultations as part of the work to identify additional channels for the Geneva-2020 Digital Terrestrial Television Broadcasting Plan in the 470-694 MHz frequency band.

The Commission agreed on the preparation of a number of draft RCC documents, in particular:
• RCC Questionnaire and draft structure of the RCC Report on technologies and solutions used to provide train passengers with cellular services and internet access,
• RCC Recommendations on conceptual proposals in the field of advanced radio monitoring systems in terms of advanced achievements in information technology, machine learning, artificial intelligence and big data,
• RCC Recommendations on the coordination of frequency assignments to stations of the land mobile service and the fixed service in frequency bands above 26 MHz,
• revision of the RCC Recommendation on the coordination of frequency assignments to stations of the land mobile service used by IMT systems in certain radio frequency bands in the range 450-27.5 GHz,
• RCC Report on the regulation of the use of subscriber terminals of non-geostationary satellite communication systems of the fixed and mobile services in RCC Member States,
• RCC Information and Reference Document on Payment for the Allocation and Use of Radio Frequencies Spectrum in RCC Member States,
• RCC Document on the Regulation of the Use of Cellular Mobile Communications Repeaters in RCC Member States.
