
Today, September 26, 2025, a meeting of the Expert Council on Economics of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States was held.
During the meeting, Alexey Sergeyevich Borodin, Director General of the RCC and Chairman of the IPA CIS-RCC Expert Council, presented proposals critical to the region's digital development for inclusion in the Model Legislation Plan for 2026–2028:
• Recommendations for the development of low-orbit communication systems aimed at creating conditions for the development of national and regional satellite systems and ensuring access for foreign operators based on principles of fair competition to avoid market monopolization;
• Recommendations for the formation of fair roaming prices, which should lead to tariff harmonization, payment transparency, unification of roaming service rules, the elimination of technical barriers between telecom operator networks in the Commonwealth countries, and, of course, a reduction in the cost of roaming services for end subscribers;
• Recommendations on the regulatory framework for artificial intelligence and metaverse technologies.
The materials for implementing the proposals will be developed by the RCC jointly with the Interstate Council on Antimonopoly Policy of the CIS and the Eurasian Economic Commission.
