The 28th Universal Postal Congress concludes its work.
Today, September 19, 2025, the final plenary session of the 28th UPU Congress took place in Dubai, UAE, summing up two weeks of intense work by delegates from more than 160 countries across all regions of the world.

During the Congress, decisions were made on the following thematic areas:
• Finance
• General Policy Issues and Governance of the Union
• Universal Postal Convention
• Postal Financial Services
• Cooperation and Development

Work on the new Dubai postal cycle also begins today: it will begin with the inaugural meetings of the Council of Administration and the Postal Operations Council for the new trains.

The RCC/CIS region will be represented in the upcoming cycle of Councils by:
• The Republic of Azerbaijan – in the CA and the POC,
• The Republic of Kazakhstan – in the POC.
