63/31st meeting of the RCC Board and Coordination Council

     On May 21, 2025, a joint 63/31st meeting of the RCC Board of the Communications Administrations Heads- members of the Commonwealth and the Coordinating Council of CIS Member-States on Informatization at the RCC was held in Tashkent, Republic of Uzbekistan.

     The meeting was chaired by Sherzod Shermatov, Minister of Digital Technologies of the Republic of Uzbekistan.

     The meeting was attended by representatives of the RCC Communications Administrations from: the Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Islamic Republic of Afghanistan - as an observer of the RCC Board.

     Also participating in the meeting were representatives of GSMA, Apple, Eutelsat OneWeb, RIPE NCC, as well as Deputy Secretary General of the International Telecommunication Union Thomas Lamanauskas and Deputy Secretary General of the Commonwealth of Independent States Ilhom Nematov, as well as representatives of industry enterprises of the region.

     The key moment of the meeting was the signing of the Agreement between the Government of the Republic of Uzbekistan and the Regional Commonwealth in the Field of Communications on the working condition of the Office of the Executive Committee of the Regional Commonwealth in the Field of Communications in Tashkent, Republic of Uzbekistan. The agreement in Uzbek and Russian languages was signed by the Minister of Digital Technologies of the Republic of Uzbekistan Sherzod Shermatov and RCC Director General Alexey Borodin.

     During the 63/31st meeting, the Councils approved candidates to their governing bodies:

- Sherzod Shermatov, Minister of Digital Technologies of the Republic of Uzbekistanor for the post of Chairman of the RCC Board and Coordination Council for the next three-year period from January 01, 2026 to December 31, 2028;
- Zhaslan Madiev, Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, for the post of Deputy Chairman of the RCC Board;
- Kirill Zalessky, Minister of Communications and Informatization of the Republic of Belarus, as Deputy Chairman of the Coordination Council.

     Members and observers of the RCC Board and the Coordination Council discussed topical issues of development of the communications and information technology industry, in particular:

- development of IT parks, technoparks and special economic zones in the ICT sphere, as well as realization of joint ICT projects on their basis;
- formation of fair prices for communication services in roaming;
- access and development of NGSS systems in the region;
- countering fraud on communication networks.

     Based on the results of the discussions, the Councils adopted decisions aimed at developing common approaches to these issues for the Commonwealth member states, in particular, through the development of relevant international legal instruments.

     The participants of the meeting also paid special attention to strengthening coordination in preparation for major events of the UN specialized organizations central to the RCC activities - the International Telecommunication Union and the Universal Postal Union, for which the RCC acts as regional organizations:

- World Telecommunication Development Conference in Baku;
- World Postal Congress in Dubai;
- ITU Plenipotentiary Conference in Qatar.

     As part of the discussion on preparations for the ITU PP, the nomination of the communications administration of the Republic of Uzbekistan to the ITU Council and the ITU Radio Regulations Committee was announced.

     Along with the issues of preparation for international events, the Heads considered a number of other important topics:

- Formation of reporting to the CIS Council of Heads of Government on the activities of the RCC Communications Administrations and implementation of decisions of the CIS Economic Council on optimization of sectoral cooperation
- implementation of the Strategy of Cooperation of the CIS Member-States in the Development of Information Society and Digital Economy for the Period until 2035
- preparation for the celebration of the 35th anniversary of the RCC next year
- expansion of cooperation within the framework of the “RCC Plus” format.

     The RCC Board also endorsed the Declaration of the Regional Commonwealth in the Field of Communications on Preparations for the General Survey of Implementation of the World Summit on the Information Society 2025 to be opened for signature by a wide range of stakeholders.

     In addition, regulatory decisions were taken regarding:

- renewal of the activity of the Commission of the RCC for Telecommunications Regulation;
- approval of the candidacy for the post of Chairman of the RCC Commission on Postal Communications;
- approval of the composition of the RCC Steering Committee;
- approval of the proposal to revise a number of RCC regulatory documents.
