Launch of the RCC-CIS Joint Expert Group on the ICT Statistics

     One of the important results of the 48/53rd joint-meeting of the RCC Commission for the Coordination of International Cooperation and the Working Group on the work with ITU (WG ITU) held on April 25, 2025 in Bishkek, Kyrgyz Republic, was the launch of the Joint Expert Group of the Regional Commonwealth in the Field of Communications and the Interstate Statistical Committee of the Commonwealth of Independent States on ICT Statistics (JEG-ICT).

     This group aims to fill the gaps in interaction between national statistical services and communication administrations of our region on international and regional telecommunication/ICT statistics. 

     The joint meeting agreed on the Regulation of the JEG-ICT and also approved its composition.

     At the previous joint-meeting of the Commission for the Coordination of International Cooperation and WG ITU held on August 28, 2024 in Baet village, Kyrgyz Republic, Arseniy Plossky, Deputy Head of the Laboratory at SIC Telecom, was appointed as the Chairman of the JEG-ICT.

     The Preliminary Work Plan of the Expert Group for 2025-2026, which is currently in the process of development, includes: 

- Gathering opinions on common problems faced by national statistical offices and FISBs in the field of digital development and telecommunications/ICT when raising the issue of sending statistical data to international organizations, primarily to the ITU;
- Developing a preliminary position of the JEG-ICT on the main ITU statistical products (ICT Development Index (IDI), Global Cybersecurity Index (GCI), ICT Price Baskets (IPB), World Telecommunication/ICT Indicators Database (WTID), etc.);
- Elaboration of the JEG-ICT position on revision of WRC Resolution 8 “Collection and Dissemination of Information and Statistics” to form a package of common RCC proposals to WTDC-25;
- Developing a position of the JEG-ICT to participate in the meetings of ITU Working Bodies on telecommunication/ICT statistics with a unified position;
- Developing a position of the JEG-ICT on the revision of Resolution 131 “Measuring Information and Communication Technologies for a Unifying and Inclusive Information Society” of the ITU Plenipotentiary Conference (PP) to form the RCC GP cluster at PP-26;
- Development of the JEG-ICT position on IDI revision in 2026-2027.

     The first meeting of the JEG-ICT is scheduled for the second half of 2025.

     Stakeholders are invited to participate in the work of the Expert Group.
