
The State Duma of the Russian Federation has passed a law aimed at protecting citizens from telephone and Internet fraud
Main innovations:
- Creation of a state database of intruder voices based on the state information system “Antifraud”.
- Mandatory labeling of suspicious calls directly on users' phone screens.
- Citizens will have the right to refuse unwanted advertising calls and SMS-sending.
- Prohibition for government agencies and banks to contact citizens via foreign messengers.
- Introduces the possibility of banning the registration of new SIM-cards without the personal presence of the owner.
- A ban on the transfer of SIM cards to third parties, except for close relatives.
- Banks are required to apply anti-fraud protection not only to online payments, but also when working with ATMs.
- The ability to appoint proxies to confirm bank transactions is introduced.
- Restriction of cash withdrawals to 100 thousand rubles per month for accounts previously blacklisted by the Central Bank of the Russian Federation.
- Messages from "Gosuslugi" service will not be sent to users during a telephone conversation.
- When changing the password to the personal account on “Gosuslugi” service, the user will receive two messages: the first - a warning, the second - a confirmation code.
- It will be possible to use biometrics when taking out microloans.
- Automatic deletion of the old telephone number from the personal account on “Gosuslugi” service and bank applications will work if the user refuses to use it.
