29th Meeting of the Expert Advisory Board of the IPA CIS and the RCC

     The 29th meeting of the Expert Advisory Board of the Regional Commonwealth in the Field of Communications (RCC) and the Interparliamentary Assembly of the Commonwealth of Independent States (IPA CIS) was held today at the headquarters of the RCC Executive Committee.

     The meeting was chaired by Alexey Borodin, Chairman of the Expert Advisory Board of the IPA CIS and the RCC, Director General of the RCC.

     The Expert Advisory Board supported proposals to include a number of initiatives in the Perspective Plan of Model Lawmaking in the CIS for years of 2026-2028, including:

- Recommendations on the formation of fair prices for roaming communication services for the CIS Member-States;
- Recommendations on the development and provision of access to low-orbit space communication systems in the CIS States;
- Recommendations on the formation and functioning of metavillages (digital space);
- Model Law “On Critically Important Objects of Information and Communication Infrastructure”;
- Model Law “On ensuring technological independence in the field of critical information and communications infrastructure”.

     The Expert Advisory Board paid special attention to the discussion of the already approved draft model law “On Artificial Intelligence Technologies”.

     Having discussed the issues of legal regulation of meta-universes, the meeting participants emphasized the importance of developing a clear conceptual apparatus, which will be the basis for the development of further recommendations regarding these rapidly developing technologies.

     Among other things, the Expert Council discussed the Statement of the Heads of the CIS Member States on the development of cooperation in the field of civil AI, the Concept of the State System of Counteraction to Illegal Acts Committed with the Use of ICT, heard information about the International Scientific and Educational Congress of the CIS Member States in the fourth quarter of 2025. The Expert Council decided to address the Chairman of the CIS IPA Council with a request to consider the establishment of a specialized standing Commission on issues in the field of communications, information technologies and digital development.

     The 30th meeting of the Expert Advisory Board of the IPA CIS and the RCC is scheduled to be held in Fall of 2025 within the forum “Artificial Intelligence in Belarus”.
