On March 6, 2025 a meeting was held between Alexey Borodin, Director General of the Regional Commonwealth in the field of Communications (RCC) and Artem Adibekov, Director General of JSC Marka, President of the World Association for the Development of Philately.

     The two sides discussed strategic issues related to the development of postal communications and philately in the region of RCC/CIS.

     The meeting touched upon a number of aspects of preparations for the 28th Congress of the Universal Postal Union (UPU) in Dubai (UAE), which will be held from September 8 to 19, 2025 - this large-scale event will be a key platform for determining the global strategy for the development of the postal communications industry for the period up to 2029.

     An important item on the agenda of the meeting was the convening of the first meeting of the Council for the Publication, Distribution and Collecting of Postage Stamps - the Marka Council.

     The meeting is planned to be held in May 2025 in Baku, Azerbaijan, together with the meeting of the RCC Commission on Postal Communications and the RCC Postal Operators Board. The meeting will approve the composition of the Council and elect its leadership, marking the start of the Marka Council's work.

     The meeting was held in an atmosphere of open and constructive dialog, which indicates the high interest of the parties in the development of postal communications and philately at the regional level. The results of the meeting will undoubtedly have a positive impact on the preparation for the UPU Congress and the activities of the Marka Council.
