The RCC Director General took part in joint interdepartmental and interministerial consultations of CIS Member-States on the issues of ensuring international information security

The event, held on December 19, 2024, was attended by representatives of the relevant ministries and agencies of the Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan and Republic of Uzbekistan, as well as representatives of the Regional Commonwealth in the Field of Communications (RCC) and the CIS Executive Committee.

The consultations considered a set of issues proposed by the CIS Member-States related to cooperation in the field of information security implemented within the framework of international organizations, functioning and development of a secure Internet space, as well as interagency cooperation.

Within the framework of consultations the RCC Director General Alexey Borodin presented information on preparation of the regional contribution to the general review of the implementation of the decisions of the World Summit on the Information Society in 2025 at the level of the UN General Assembly.

In addition, he took an active part in the discussion of the issues of improving the principles and norms of international law in relation to the use of ICTs, taking into account the specifics of these technologies, highlighting the prospects of using the mechanisms of the joint Expert Council of the RCC and the Interparliamentary Assembly of the CIS Member-States to address this issue.

Within the framework of the discussion of coordination of activities of the CIS Member-States on elaboration of joint positions and their promotion within the framework of the International Telecommunication Union, as well as on the issues of secure functioning and development of the Internet, the RCC Director General highlighted the role of the RCC in this process and presented a number of proposals for strengthening such coordination.

A. Borodin also presented a number of proposals regarding the organization and holding of international scientific and practical events in the field of information security and training of personnel in this field.

During the event the participants also presented and discussed:

- interaction of the CIS Member-States within the framework of the UN Open Working Group on Security in the Use of ICTs and ICTs themselves 2021-2025;

 - cooperation of the CIS Member-States in the field of combating information crime, in particular, the issues of cooperation in the UN Ad Hoc Open-ended Intergovernmental Committee of Experts for the elaboration of a comprehensive international convention on combating the use of ICTs for criminal purposes for an additional protocol were considered;

- approaches of the CIS Member-States to the protection of personal data during their trans-border transfer;

- topical issues of interstate cooperation in the context of evolving threats to information security;

- countering the threat of cross-border use of ICTs by third countries for physical destruction of critical infrastructure and population in the post-Soviet space;

- interaction of law enforcement agencies in the sphere of digital evidence.

The next interagency consultations of the CIS Member-States on the problems of ensuring international information security are planned to be held in the second half of 2025.
