on the organization of the events
within the framework of the RCC Statuary Activities

1. General Regulations

1.1. The Regulations on the organization of events within the framework of the statutory activities of the Regional Commonwealth in the field of Communications (hereinafter the Regulations) determines the procedure for the formation and implementation in RCC of important production, management, educational and other works.

1.2. In accordance with the Decision of the RCC Board of the CAs Heads №37/7 dated May 28, 2007 (Protocol №37), the List of Activities carried out within the framework of the RCC Statuary Activities (hereinafter the List of Activities) includes activities aimed at fulfilling the tasks of the Regional Commonwealth in the field of Communications, provided for in Section 2 of the RCC Charter and in Section 4 (paragraphs 4.1 - 4.15, 4.20, 4.21, 4.24) of the Regulations on the RCC Executive Committee.

1.3. These Regulations are introduced for guidance in the formation and implementation of the List of Activities, that are carried out within the framework of the RCC Statuary Activities.

An integral part of the Regulations is the current "Regulations on the organization of research and development in the Regional Commonwealth in the field of Communications." In accordance with these Regulations, proposals for R&D and the implementation of research work included in the List of Activities are carried out.

1.4. The List of Activities is reviewed and approved by the RCC Board of the CAs Heads annually.

2. The procedure for the formation and approval of the List of Activities

2.1. Members of the RCC, the Coordination Council of the CIS Member-States on Informatization at the RCC (Coordination Council on Informatization), the RCC Telecommunications Operators Board and the RCC Postal Operators Board (RCC Operators Boards), hereinafter referred to as the Members, are guided by the General Regulations of this document (section 1), annually prepare proposals for the events indicating their estimated cost for inclusion in the draft List of Activities for the upcoming planned year.

Proposals are sent to the RCC Executive Committee by the 1st of March of the year preceding the planned one, simultaneously with R&D proposals (paragraph 1.2.1 of the “Regulations on the organization of R&D in the RCC”).

2.2. The draft List of Activities for the planning year is compiled by the RCC Executive Committee during March of the previous year based on the proposals and targeted decisions of the RCC Board, the Coordination Council for Informatization, the RCC Operators Boards on specific activities within the framework of the RCC Statuary Activities, indicating the cost of work, taking into account the ongoing events.

2.3. The cost of the work included in the draft List of Activities is determined on the basis of proposals received from the Members by an expert group of the RCC Executive Committee.

2.4. The draft List of Activities prepared by the RCC Executive Committee is submitted to the RCC working bodies for consideration at the same time as generalized R&D proposals (paragraph 1.3. Regulations on the organization of R&D in the RCC). The RCC working bodies consider the project during April-July of the preceding planned year and give an opinion on the activities to be supervised and their cost; they may recommend the inclusion of additional activities in the project.

2.5. The RCC Executive Committee, on the basis of recommendations of the RCC working bodies, forms, during August of the year preceding the planned one, the final version of the draft List of Activities with the inclusion of R&D (paragraph 1.7. “Regulations on the organization of R&D in the RCC”), coordinates it with the RCC Communication Economics Commission and prepares for submission to the RCC Board of the CAs Heads for consideration and approval.

2.6. The draft List of Activities and the draft Estimates of the RCC incomes and expenses, containing the incomes and expenses of the RCC Statuary Activities, are considered and approved by the RCC Board at the same meeting in the following sequence.

3. Financing and paying for the performed work, that is included in the List of Activities

3.1. The costs of financing the work, that is included in the List of Activities are provided for in accordance with the current Regulations on the RCC Finances in the Estimated RCC incomes and expenses for the RCC Statuary Activities and are carried out at the expense of the membership fees of the Members.

3.2. Membership fees for financing activities carried out within the framework of the RCC Statutory Activities are transferred by all members of the RCC, the Coordination Council for Informatization and the RCC Operators Boards within the time periods stipulated by the Regulations on RCC Finances, on the basis of the of Estimates of RCC incomes and expenses for the corresponding year, which are approved by the RCC Board.

3.3. The sizes of the membership dues of the Members in the part allocated for financing activities carried out within the framework of the RCC Statutory Activities are calculated by the specific methods of the contributions used to determine the contributions for the maintenance of the RCC Executive Committee.

3.4. The balances of funds received but not used at the end of the year according to the estimate for the conduct of the RCC Statuary Activities shall be credited to the budget for the next year for their intended use within the framework of the RCC Statuary Activities.

3.5. Payment for the performed work is carried out by the RCC Executive Committee in accordance with the current regulatory documents of the Russian Federation.

3.6. Documents to pay for the performed work are prepared in the prescribed manner by the departments of the RCC Executive Committee on issues they supervise.

4. Organization of the implementation of the work, that is included in the List of Activities

4.1. The RCC Executive Committee organizes the implementation of activities carried out within the framework of the RCC Statutory Activities, in the interests of the RCC Members, the Coordination Council for Informatization and the RCC Operators Boards.

4.2. The procedure for performing R&D included in the approved List of Activities is provided for in the "Regulations on the organization of R&D in the RCC".

4.3. The RCC Executive Committee, with the involvement of, if necessary, the Heads of the RCC working bodies responsible for the subject, plans to carry out the List of Activities, considering the cost optimization and competitive principles.

Within two months after the approval of the List of Activities, the RCC Board of the CAs Heads develops a schedule for the phased implementation of the work: the capacity, procedure for the implementation of activities, organization and control of their implementation, negotiations with potential event executors, and etc. are determined.

4.4. When developing, in accordance with the approved List of Activities, draft model legislative acts in the field of communications and informatization in cooperation with the IPA CIS, the implementing organization is determined to take into account the recommendations and decisions of the IPA CIS - RCC Expert Council.

4.5. Contracts with organizations-executors of events are concluded by the RCC Executive Committee.

4.6. The RCC Executive Committee provides control over the implementation of the List of Activities carried out within the framework of the RCC Statuary Activities approved by the RCC Board of the CAs Heads.
