Representatives of the Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Russian Federation, Ukraine and the RCC Executive Committee took part in the session.
The work done by project and working groups of the Postal Operations Council and Council of Administration was discussed, reports of the Chairmen of the Council of Administration Commissions were heard.
Report of the International Bureau on preparations for the UPU Strategic Conference “2012 and beyond: mapping the future of the postal sector” in Kenya, 2010 was heard. The venue of the Conference is the United Nations Office in Nairobi (UNON). Days of the Conference: 22-23 September 2010. Draft program of the Conference includes 3 subject sessions: the customers of the future, a changing landscape, anticipating and responding to change. Hotels (22 ones) in which it is planned to book rooms for the Conference participants are defined.
Reports of the UPU IB and Qatar on preparations for the 25th UPU Congress were heard. Qatar proposed the time for the Congress conduct: from 25 September to 15 October 2012.
Within the framework of the Commission 3 (Finances and Management) consideration of the Kyrgyz Republic request to release from interest payment on arrears to the Union’s budget due to payment of all the current indebtedness took place. The request was seconded by the Republic of Kazakhstan, Russian Federation and Ukraine. The Commission has complied with the request of the Kyrgyz Republic.
Within the framework of the UPU Council of Administrations session a Forum on Postal Regulation was held. The following questions were discussed: organizing the postal market – various regulatory models; financing the universal postal service; global impact of the postal market liberalization at national and international level.
Deputy Head of the Federal Communications Agency of the Russian Federation D.O. Panyshev made at the Forum a report on universal postal service financing.
Talks with the Project Manager of the UPU IB Directorate of the Cooperation in Development Mr. A.V. Sudakov and the UPU Regional Project Coordinator for Europe and CIS Mr. Yu.T. Spiriev on preparation and making additions and amendments to the Regional Plan of Postal Development for European and CIS countries (RDP) “Supporting postal development in the Europe and Commonwealth of Independent States region” have been conducted. In the course of talks an agreement had been reached on presenting the full variant of the draft RDP (in Russian) to the RCC participants’ countries in the second decade of November in order to receive response from the countries about their consent/disagreement to participate in the plan implementation not later that 15 December 2009. The plan envisages funding structural projects on quality and financial services (training national projects managers, consulting national operators in the quality system improvement at financial support of UPU IB) and executing a number of a limited scale projects (carrying out workshops at technical and financial support of UPU IB). |
