The regular issue of the “Statistical Yearbook on the activities of the RCC communications administrations in the field of communications and informatization for 2010” has been published. The Yearbook traditionally is a joint work of the RCC participants having presented information about technical, technological and economic communications development and informatization status of their states and RCC Executive Committee.

In the Yearbook according to the RCC Board Decision № 38/10 of 12/11/2007 a system of the unified communication and informatization indicators was used. Unified indicators are developed within the RCC R&D work made for the initiative of the RCC Commission on the Economy of Communications and Coordination Council of the CIS member states for Informatization attached to the RCC with a view to improving the RCC statistical base.

The Statistical Yearbook was published in Russian and English parallel text, on paper and electronic (CD) carriers.

Source of the information for the Yearbook is the official data received from communication administrations and operators – RCC participants.

Data in the Yearbook characterizing activities of the RCC participants in the communication and informatization field in 2009 and 2010 are presented by following sections:

• general information about a state as a whole;
• communication operators’ network;
• availability of communication facilities;
• telecommunication service on the basis of quantities and on quality of these services;
• economic indicators: telecommunication services tariffs, income, capital investments, etc;
• personnel;
• indicators of access to telecommunication networks, information and information resources and of “electronic development” characterizing informatization developments state in the RCC participants’ countries.

The indicators characterizing business climate, human capital and state regulation in the sphere of ICT are included in the Yearbook as information appendix. For preparation of this appendix according to the to the RCC Board Decision № 39/3-CIS of 25/09/2008 RCC Executive Committee  used indicators published in official editions of some international organizations (for example, U.N.O, World Bank, World Economic Forum, International Telecommunication Union).

In addition to tables diagrams are given in the Yearbook. Along with statistical data two analytical articles prepared on the basis of the RCC Communications Administrations information are published:

“Improvement and Development of new Telecommunication Services using Modern Technologies in the framework of Regional Commonwealth in the field of Communications”;

“State of Access to Telecommunication Networks, Information, Information Resources in the CIS countries and Electronic Development of the CIS countries”.

Pursuant to the Decision of the RCC Commission on the Economy of communications № 26/10 from  14-15.09.2010 content of the Statistical Yearbook for 2010 was regulated: repetition of indicators was eliminated, indicators that are not relevant or are not completed for some reason at the present time were excluded.

In October-November 2011 the Statistical Yearbook was sent to all communications administrations and operators – RCC participants, participants of the RCC Telecommunication Operators Board, RCC Postal Operators Board, members of the RCC Commission on the Economy of Communications, regulatory bodies and also to the international organizations (ITU, UPU, international regional communication unions), research institutes and higher education communication institutes of the CIS countries cooperating with RCC.

A full version of RCC Statistical Yearbook for 2010 is published on RCC site according to the Decision of the RCC Commission on the Economy of communications № 28/8 from  05.10.2011.
