On 25 April 2024, a meeting of the Expert Council of the Interparliamentary Assembly of the Member-States of the Commonwealth of Independent States - Regional Commonwealth in the Field of Communications (IPA CIS - RCC) was held in Moscow in hybrid format. The meeting was attended by the members of the Expert Council, as well as invited speakers who spoke on individual items on the agenda of the meeting.

The 27th meeting was opened by Veronika Bodiul, Deputy Chairman of the CIS IPA-RCC Expert Council, Chief of Staff of the State Duma Committee of the Federal Assembly of the Russian Federation on Information Policy, Information Technologies and Communications.

Welcoming words to the participants of the meeting were addressed by:

- Alexander Vedyakhin, First Deputy Chairman of the Management Board of Sberbank,
- Sergey Malenko, Deputy Head of the Office of the President of the Russian Federation for Cross-Border Cooperation,
- Andrey Neznamov, member of the Expert Council, Managing Director, Head of the Centre for Human-Centred Artificial Intelligence, Sberbank,
- Alexey Borodin, Director General of the Regional Commonwealth in the Field of Communications.

Addressing the participants of the meeting, A. Borodin noted "that we have a very high maturity of understanding of the problems of using artificial intelligence technologies in the region and, of course, we should emphasise the advantages that our countries have - it is scientific, educational and cultural potential with a millennial philosophy and history. The Regional Commonwealth in the Field of Communications is an association of digital ministries and companies that are directly involved in this agenda, and all the working bodies of the RCC are now aiming to contribute as much as possible to the coordination mechanisms between our countries, and here we see a very high potential of the CIS".

As part of the procedure for electing the Chairman of the CIS IPA-RCC Expert Council, the candidacy of RCC Director General A. Borodin was unanimously supported. He succeeded Sherzod Shermatov, Minister of Digital Technologies of the Republic of Uzbekistan.

The participants of the meeting discussed the progress of work on the draft model law "On Artificial Intelligence Technologies" and the issue of developing Recommendations on the model Digital Code for the CIS States.

They also considered and discussed the interim report of the UN Advisory Body on Artificial Intelligence "Regulation of Artificial Intelligence for Humanity" and initiatives in the field of artificial intelligence within the framework of the Russian Federation's BRICS Chairmanship in 2024. 

The Expert Council of the IPA CIS - RCC is designed to address a set of issues on the development of model legislative acts of the IPA CIS in the field of communications and informatisation.
